"Twurlip love to dance in the sunlight , absorbing the sun's energy whilst doing so. It produces a sweet sap from the top of its head, which is irresistible to some pokemon."

So if you already haven't worked out, its name is derived stems from the words, twirl and tulip! (Pun intended. Very intended). This was probably the only time where the name came before the design. Pretty bad dex entry, feel free to rewrite it if you cannot stand its repulsiveness.
